What is the DBA act?

The Deregulation of Assessment of Labor Relations Act (DBA) requires self-employed workers and their clients to jointly determine whether there is an employment relationship (salaried employment) or self-employed collaboration. This helps prevent false self-employment.

As of Jan. 1, 2025 the Dutch Tax Dutch Authorities (Belastingdienst) will strictly enforce this, and as of 2026, principals can be fined for violations.
